Програма SCOPES (наукового співробітництва між Східною Європою та Швейцарією), яка фінансується Швейцарським національним науковим фондом (SNSF) і Швейцарською агенцією з розвитку та співробітництва (SDC), сприяє науковому співробітництву між науково-дослідницькими групами і установами у Швейцарії та Східній Європі, а також нових незалежних держав колишнього Радянського Союзу (СНД).The SCOPES programme (Scientific co-operation between Eastern Europe and Switzerland), which is financed by the Swiss National Science Foundation (SNSF) and the Swiss Agency for Development and Co-operation (SDC), promotes scientific co-operation between research groups and institutions in Switzerland and Eastern Europe as well as the new independent states of the former Soviet Union (NIS).
На новий етап програми 2013-2016, був виділений бюджет в 16 мільйонів швейцарських франків і включає в себе наступні інструменти:
Спільні дослідницькі проекти (JRPs)
JRPs забезпечити фінансування для дослідників з країн-партнерів для проведення інноваційних проектів за участю швейцарського колеги з конкретних проблем у всіх сферах слідчий керованої досліджень. Дослідження проводяться в країнах Східної Європи та швейцарській науково-дослідниійустанові, однак, можливі взаємні візити та короткострокове перебування в Швейцарії для дослідників з країн Східної Європи та СНД .
Інституційного партнерства (IPs)
IPs роблять внесок у розвиток і модернізацію інституційних аспектів досліджень та навчальних закладів у Східній Європі та СНД. Вони також збільшують привабливість і міжнародну конкурентоспроможність цих установ за рахунок поліпшення основних загальних умовах. Вони не фінансують безпосередньо науково-дослідні проекти.
Підготовчі гранти (PGs)
PGs сприяння розробці пропозицій щодо JRPs і IPs. Вони забезпечують вчені з країн-партнерів і з Швейцарії з фінансовий внесок у витрати на нараді з підготовки та розробці JRP IP чи пропозиції.
Валоризації Гранти (VGs)
VGs призначені для підвищення впливу і стійкості результатів досліджень, отримані від JRPs і IPs.
Конференції Гранти (CGs)
CGs оплати проїзду та витрати на проживання, понесені дослідників з країн-партнерів, які беруть участь у міжнародних наукових конференціях, що проводяться в Швейцарії. Цей засіб не приєднаний до JRP або IPs.
Немає ніяких окремих тематичних вимог. Однак, крім того, що наукове якість, JRPs і IPs повинні мати при собі потенціал розвитку (створення потенціалу) для східноєвропейського партнера(ів).
Фінансові кошти в основному призначені для східноєвропейських партнерів (обладнання, науково-дослідницькі фонди, індивідуальні гранти). На швейцарській стороні, подорожі та координація витрати будуть покриті. Обсяг фінансування в проект залежить від ряду східних європейських партнерів.
Прийом заявок
У рамках SCOPES 2013-2016, буде конкурс проектів спільних дослідницьких проектів (відкритий з 20 березня по 20 вересня 2013 року) і для інституційного партнерства (відкрито з 20 березня по 20 вересня 2014). Підготовчі Гранти можуть бути представлені тільки під час відкритого конкурсу з метою підготовки JRP / IPs. Заявки на гранти Підвищення цінності, як правило, представлені в кінці JRP / IP.
Заявки на конференції Гранти можуть представлятися протягом усього терміну дії програми.

The new programme phase, SCOPES 2013–2016, has been allocated a budget of CHF 16 million and includes the following instruments:
Joint Research Projects (JRPs)
JRPs provide funding for researchers from partner countries to carry out innovative projects with Swiss colleagues on specific problems in all areas of investigator-driven research. Research is carried out at the Eastern European and Swiss research facilities involved; however, reciprocal visits and short stays in Switzerland for researchers from Eastern Europe and the NIS are possible.
Institutional Partnerships (IPs)
IPs contribute to the development and modernisation of institutional aspects of research and teaching institutions in Eastern Europe and the NIS. They also increase the attractiveness and international competitiveness of these institutions by improving basic overall conditions. They do not directly fund research projects.
Preparatory Grants (PGs)
PGs facilitate the elaboration of proposals for JRPs and IPs. They provide scientists from the partner countries and from Switzerland with a financial contribution towards the costs of a meeting to prepare and elaborate a JRP or IP proposal.
Valorisation Grants (VGs)
VGs are designed to increase the impact and sustainability of research results generated from JRPs and IPs.
Conference Grants (CGs)
CGs cover the travel and accommodation costs incurred by researchers from partner countries who participate in international scientific conferences held in Switzerland. This instrument is not connected to a JRP or IP.
There are no specific thematic requirements. However, besides having scientific quality, the JRPs and IPs must , carry a development potential (capacity building) for the Eastern European partner(s).
The financial means are mainly earmarked for the Eastern European partners (equipment, research funds, individual grants). On the Swiss side, the travel and co-ordination costs will be covered. The amount of funding per project depends on the number of Eastern European partners.
Call for proposals
In the framework of SCOPES 2013–2016, there will be a call for proposals for Joint Research Projects (open from 20 March to 20 September 2013) and one for Institutional Partnerships (open from 20 March to 20 September 2014). Preparatory Grants can only be submitted during an open call in order to prepare a JRP / IP. Applications for Valorisation Grants are usually submitted towards the end of a JRP / IP.
Applications for Conference Grants can be submitted throughout the the entire duration of the programme.
