1. General provisions

1.1. The Regulations on the Academic Council of the Tavria State Agrotechnological University (hereinafter referred to as the Regulations) are developed in accordance with the Law of Ukraine “On Higher Education”, the regulatory acts of the Ministry of Education and Science of Ukraine, the Charter of the University and is a document that regulates its activities.

1.2. The Regulations determine the main tasks, functions, principles of formation and management of the Academic Council of the Tavria State Agrotechnological University (hereinafter – the University), as well as relations with other structural subdivisions of the University.

1.3. The Academic Council is the collegial governing body of the University, which is formed for a term of five years, the composition of which is approved by the order of the rector of the University within five working days from the day of the termination of the powers of the previous composition of the academic council.

1.4. The Academic Council of the University is headed by its chairman, who is elected by secret ballot from the members of the Academic Council, who have a degree and / or academic (honorary) title, for the term of the Academic Council.

1.5. The Academic Council of the University consists of rectors, pro-rectors, deans, directors of institutes, academic secretaries, director of the library, chief accountant, college directors, heads of self-government bodies and elected bodies of the primary trade union organizations of the University, as well as elected representatives representing scientific and pedagogical of employees and are elected from among the heads of departments, professors, doctors of philosophy, doctors of sciences, elected representatives representing other employees of the University and working It permanently, elected representatives of graduate students, doctoral managers elective body of primary trade union organizations and graduate students, leaders of the student government of the University under the quotas determined by the charter of the University.

Elections to the Academic Council begin 30 calendar days before the expiration of the powers of the previous composition of the Academic Council.

1.6. According to the decision of the Academic Council, representatives of employers’ organizations may also be members. At the same time, not less than 75 percent of the Academic Council should be scientific and teaching staff of the University and not less than 10 percent – elective representatives from the number of students.

1.7. Elected representatives from the University staff are elected by the highest collegiate body of public self-government of the University on the basis of the submission of the structural units in which they work, and elected representatives from among students are selected by students through direct secret elections.

1.8. The secretary of the Academic Council is responsible for the duties of the academic secretary of the University. The secretary of the Academic Council in his activity is guided by the official instruction of the academic secretary of the University and subordinated directly to the chairman of the Academic Council.

1.9. The term of office of the Academic Council is five years. In the process of activity of the Academic Council it is possible to rotate its members. The composition of the Academic Council is annually approved by the order of the Rector of the University, taking into account the rotation.

1.10. The work plan of the Academic Council of the University for the academic year regulates its activities. The frequency of meetings of the Academic Council is monthly, except for the vacation period.

1.11. Decisions of the Academic Council are enacted by the orders of the rector of the university.

1.12. The Academic Council of the University may delegate part of its authority to the faculty councilors. The composition of the corresponding academic councils is formed on the principles defined in clauses 1.4-1.7 of this Regulation.

1.13. The Academic Council of the University acts on the basis of the University Charter, in accordance with this Regulation, the Regulations for the preparation and holding of meetings of the Academic Council of the Tavria State Agrotechnological University.

2. Functions of the Academic Council of the University

2. Academic Council of the University:

2.1. Determines the strategy and perspective directions of development of educational, scientific and innovative activities of the University.

2.2. Develops and submits conferences to the labor collective, the draft statute of the University, as well as the decision on amendments and additions to it.

2.3. Approves the financial plan and annual report of the University.

2.4. Defines the system and approves the procedure of internal quality assurance in higher education.

2.5.  Decides to allocate own revenues in the territorial bodies of the central executive body in the field of treasury service budget funds, or banking institutions.

2.6. Upon the submission of the head of the University, he decides on the formation, reorganization and liquidation of structural subdivisions.

2.7.  He selects by secret ballot on positions of deans, heads of departments, professors and associate professors, director of the library, directors of separate structural subdivisions.

2.8. Approves educational programs and curricula for each level of higher education and specialty.

2.9. Decides on the organization of the educational process, determines the terms of training at the appropriate levels.

2.10. Approves the model and procedure for the production of its own document on higher education, the provisions on the procedure and grounds for its issuance to graduates, as well as samples, the procedure for making, the procedure and grounds for issuing graduates of joint and double diplomas.

2.11. Adopts the main directions of conducting scientific research and innovation activities.

2.12. Evaluates the scientific and pedagogical activity of structural units.

2.13. Assigns scholars the title of professor, associate professor and makes a corresponding decision to approve the attestation board of the Ministry of Education and Science of Ukraine.

2.14. Accepts the final decision on recognition of foreign documents on higher education, scientific degrees and academic titles during the recruitment of pedagogical, scientific and scientific-pedagogical and other employees, as well as during enrollment of apprentices to study.

2.15. Has the right to submit a petition for revocation of the head of the University on the grounds stipulated by the legislation, the University Charter, the contract considered by the highest collegiate body of public self-government of the higher educational institution.

2.16. He considers other issues of the University’s activities in accordance with its statute, namely:

2.16.1. Discussion of the most important issues of the University and making necessary decisions on them.

2.16.2. The nomination and submission of nominations for government awards and the awarding of honorary titles of Ukraine, the title of Honorary Professor of the University, rewarding with breastplates, awards and decorations of the Ministry of Education and Science of Ukraine.

2.16.3. Acceptance of decisions on the recommendation of scientific and pedagogical workers to the actual members and correspondent members of the National Academy of Sciences of Ukraine, the National Academy of Agrarian Sciences of Ukraine.

2.16.4. Presenting or presenting scientific developments and projects for national and international prizes.

2.16.5. Adoption of nominations for student scholarships.

2.16.6. Approval of students’ works at all-Ukrainian contests, contests and other.

2.16.7. Recommendations for participation in competitions for the awarding of state and personal scholarships, submission of textbooks and textbooks to the award.

2.16.8. Submission of recommendations for the publication of monographs, collections of scientific works, textbooks, manuals, collections of materials of scientific conferences, seminars and round tables.

2.16.9. Making recommendations for admission to doctoral studies;

2.16.10. Decision to enroll in doctoral studies and appointment of scientific advisers.

2.16.11. Approval of the topics of dissertation papers for the degree of Doctor of Philosophy and Doctor of Science.

2.16.12. Recommendations for candidates for the right to conduct scientific guidance for graduate students and applicants for a Ph.D. degree.

2.16.13. Decisions on the length and number of breaks for valid reasons during doctoral studies, postgraduate studies.

2.16.14. Recommendations for providing a creative holiday to complete the dissertation.

2.16.15. Consideration and submission of proposals to the rector of the University regarding the composition and powers of the advisory bodies of the University (methodical council, scientific and technical council, scholarship, staff committee, etc.).

2.16.16. Adoption of the results of the international activity of the University.

The Academic Council considers other issues on the proposal of the Rector, Academic Councils of the faculties, the conference of the Labor Collective of the University, student self-government bodies related to the activities of the University, in accordance with its Statute.

3. Organization of the work of the academic council

3.1. Organization of the work of the academic council.

3.2. The meeting of the Academic Council is valid if at least 2/3 of the council is involved. A counting commission for secret ballot is elected by open vote from the members of the Academic Council present at the meeting and is fully responsible for the procedure and results of the secret ballot.

3.3. The agenda of each meeting of the Academic Council is made by the academic secretary in accordance with the Academic Council Work Schedule for the academic year.

3.4. On behalf of the chairman of the Academic Council, preparation of materials for consideration of a specific issue at the meetings of the Academic Council is ensured by the vice-rectors and heads of the relevant structural units together with the academic secretary.

3.5. Leaders who prepare materials for the meetings of the Academic Council are personally responsible for the content and timely submission (no later than seven days before the day of the meeting of the Academic Council) submitting to the academic secretary of draft decisions, which formulate specific implementation measures with the indication of terms, performers and persons responsible for control.

3.6. Not later than three days before the meeting, the academic secretary shall agree the agenda and draft decisions with the chairman of the Academic Council.

3.7. The Scientific Secretary informs the members of the Academic Council and the guests about the date, place, time and agenda of the meeting not later than two days before the meeting.

3.8. At the meetings of the Academic Council, a protocol is signed, signed by the chairman of the Academic Council and academic secretary.

3.9. Chairing the meeting of the Academic Council:

– opens, closes the meeting of the Academic Council;

– issues draft decisions for discussion;

– arranges the consideration of issues;

– gives the floor for a report, speech, announcing the next speaker;

– makes official announcements, as well as those who consider it necessary to announce.

3.10. The Scientific Secretary organizes the work of the Academic Council and ensures the execution of its decisions; Participates in planning meetings and preparing materials for them; prepares certification documents for the awarding of scientific degrees.

3.11. Decisions of the Academic Council on each agenda item shall be taken by open vote by a simple majority of its members present at the meeting, and, if necessary, by secret ballot in accordance with the established procedure. The decisions are enacted by the orders of the rector of the university.

3.12. The execution of the decisions of the Academic Council shall be on the heads of the structural subdivisions of the University, unless otherwise provided by the decisions of the council.

3.13. The control over the implementation of the decisions of the Academic Council is usually based on the rector, the first vice-rector and other vice-rectors in accordance with their functional duties.

3.14. Decisions of the Scientific Council of the administrative nature are put into operation by orders and orders of the Rector of the University and are obligatory for all those who work and study at the University.

3.15. In order to solve specific problems of the University, working committees of the Academic Council for research work, organization of the educational process, etc. can be created. Chairpersons of the working committees appoints the chairman of the Academic Council.

4. Rights and Duties of Members of the Academic Council of the University

4.1. Members of the Academic Council of the University have the right:

– make a question for consideration of the meeting of the Academic Council of the University;

– make suggestions for draft decisions on issues put to the discussion of the session of the Academic Council of the University;

– to express his will during the vote and ensure the secrecy of the vote;

– make inquiries (recommendations) to the rector of the University regarding the decision of the organization of educational, scientific, financial and economic activities of the University and the prospects for their development;

– for information on the educational, educational, scientific, financial and economic activities of the University and its development prospects, within the limits of the issues put to the discussion of the meeting of the Academic Council of the University.

4.2. Members of the Academic Council of the University are obliged:

– constantly attend the session of the Academic Council, take an active part in discussing the issues identified in the Plan of its work;

– execute orders, decisions, decisions of the Academic Council of the University, within the limits of its competence;

– to prepare written information and a draft decision on the issue of his report submitted for discussion of the meeting of the Academic Council, in accordance with the plan of its work.

– To work in the Commissions of the Academic Council for the preparation of information within its competence.
