The Academic Council of TSATU, a collegial governing body of the university, includes representatives from the student body, academic staff, and administrative personnel. Established for a five-year term, its composition is approved by the rector’s order.

By decision of the Academic Council at the university or faculty level, representatives from employer organizations may also be included. According to clause 1.6, at least 75 percent of council members must be academic staff, and at least 10 percent must be elected student representatives.

In 2023, the Academic Council of the university included 51 members, including 35 scientific and pedagogical workers, 6 directors of separate structural divisions, the chief accountant, the head of the personnel department, the director of the scientific library, the head of the university’s trade union committee, as well as the head of the university student council, its deputy and 4 chairmen of student councils of faculties.

The academic councils of the faculties include deans, their deputies, heads of departments, scientific and pedagogical staff of the faculty, and elected representatives of the student self-government bodies of the faculty, in particular:

Faculty of Mechanics and Technology – 4 members out of 14 students;

Faculty of Engineering and Computer Technology – 2 members out of 13 students;

Faculty of Agricultural Technology and Ecology – 2 members out of 16 students;

Faculty of Economics and Business – 4 members out of 18 students;

Educational and Scientific Institute of General University Training – 2 members out of 13 students.

Student interests at TSATU are represented by student self-government bodies (SSGB). These include the Collegium of TSATU Students, the Scientific Association of Students and Postgraduates “Intellect”, the Student Leader Unit of TSATU, the Student Trade Union of TSATU, and the Student Cossack Kurin of TSATU (page 5). The student ombudsman protects the rights of students and initiates changes in TSATU based on student proposals. The collegium of university students includes faculty student councils and faculty student councils. The student councils of the faculties include 9 sectors: educational, scientific, organisational, social, informational, student Web-centre, cultural, sports and mass sectors.

To foster the education of patriotic, resilient, and well-informed Ukrainian citizens, to establish the Ukrainian language as a symbol of national identity, and to ideologically counteract threats to national security, TSATU has appointed a student language ombudsman, student Vlada Shmalii.

Communication and consideration of the opinion of external stakeholders (employers, graduates, private and state institutions) are outlined in clause 2.6 of the Regulations on the Survey of Educational Process Participants (page 6). Every year, educational programme guarantors invite employers and graduates to participate in a survey (pp. 18 and 19 of the Regulations) and provide recommendations for enhancing the educational process and educational programmes. The responses of employers and graduates for 2022-2023 are available on the website of the Department for Monitoring the Quality of Education Programmes. Additionally, anyone who has suggestions or wishes to improve the educational and research process at TSATU can submit feedback through a form, available at form. The opinions of external stakeholders are also taken into account during roundtables, guest lectures and scientific conferences.

TSATU ensures the involvement of external stakeholders in decision-making related to the educational and research process. Proposals of employers and graduates submitted during the survey are discussed annually at meetings of working groups on improving educational programmes with employers, graduates and the academic community. Minutes from these meetings, which detail responses to stakeholder proposals, are published on the TSATU website by each faculty.

When participating in public discussions, it is suggested to pay attention to the following quality criteria of the educational programme:

  • compliance of educational components with programme learning outcomes and defined competencies;
  • organization of training through research;
  • quality of practical training;
  • compliance of the educational programme with contemporary labour market trends, etc.

In order to establish relations between all participants of the educational process, in 2017 TSATU alumni created the public organization “TSATU Alumni Association”. The public organization ensures an equal partnership and relationship between alumni, employers, students and employees of TSATU. The purpose of the Association is to unite citizens for the development of TSATU as a centre of education, science, culture and education of youth on a universal basis.

TSATU has established a practice of involving the public in decision-making in the fields of education, science, and community engagement. The areas of collaboration focus on promoting inclusivity, creating spaces for public engagement, integrating displaced persons, and implementing educational and psychological programmes. This includes training sessions in psychological support to help vulnerable groups and displaced persons adapt to new environments. The university is also working to integrate young people into the community economic processes, support graduate employment, and launch pilot leadership programmes in the agricultural sector. The university fosters the implementation of civil society values ​​as a component of national identity, including language policy. Following the recommendations of international partners, it prioritizes transparency and accountability and implements modern standards. The university supports initiatives to create a welcoming environment that meets the diverse needs of students, strengthens TSATU capacity for project development, and employs innovative technologies based on academic integrity principles, particularly in youth policy.

The University annually approves the Anticorruption Programme, which outlines rules, standards and procedures for detection, countermeasures and prevention corruption in the activities of TSATU, according to which the Action Plan for Preventing and Combating Corruption at TSATU for 2023 was developed.

Additionally, several internal regulations have also been implemented, including the Regulations on the Authorised Person for the Prevention and Detection of Corruption at TSATU, the Regulations on the Commission for Assessment of Corruption Risks in TSATU Activities, and the Regulations on Academic Integrity of Participants in the Educational Process at TSATU.

The first vice-rector Oleksandr Petrovych Lomeiko is the authorized person for the prevention and detection of corruption at TSATU. The main task of the authorized person is the organization of measures to prevent corruption offences.

The Code of Honour of TSATU establishes general moral principles and rules of ethical behaviour for all university staff and students, which they should follow in their activities.

TSATU upholds the academic freedom of teachers in choosing the areas of educational, methodological, scientific and organisational work, as outlined in the Regulations on Planning and Accounting for the Main Types of Work of Academic Staff at TSATU.

Lecturers plan their work within the framework of 1548 hours per full-time equivalent (clause 1.2) and coordinate their activities with their heads of the departments. University researchers in the course of their scientific activities have academic freedom, which is grounded on the principles of freedom of speech, thought and creativity, dissemination of knowledge and information, free publication and use of research findings, within legal boundaries. In accordance with the Regulations on the Research Institute, when approving research topics, scientific and technical councils take into account the interests of researchers, research resources, and societal and economic needs, thereby establishing the most relevant research areas at the university. TSATU also supports the right of each teacher to choose course materials and content, pedagogy, assignments and methods for assessing student performance.

Administrators and employees of TSATU are active deputies of city and regional councils, members of city committees and commissions.

Candidate of Agricultural Sciences, Associate Professor, Dean of the Faculty of Agricultural Technology, I.Ye. Ivanova is a member of the Executive Committee of Melitopol City Council. I.Ye. Ivanova ensures the interaction of educators with other authorities and local self-government bodies.

Candidate of Economic Sciences, Associate Professor, Director of the Education and Scientific Centre, Yu.O. Prus is a member of the Committee for the Management of the Implementation of the Melitopol City Development Strategy until 2030. Yu.O. Prus provides expert insights and recommendations on the development of agriculture, secondary and higher education.

Candidate of Economic Sciences, Associate Professor, V.D. Tsap is a deputy of Zaporizhzhia Regional Council, member of the NGO ‘Agrarian Union of Ukraine’, forensic expert with the right to conduct economic expertise. V.D. Tsap is a national-level expert in resolving issues of accounting and taxation, financial and credit operations.

The University provides training in educational and professional programmes for civil servants, heads of local state administrations, their first deputies and deputies, and officials of local self-government. Information on the content of these educational programmes is available on the Knowledge Management Portal of the National Agency of Ukraine for Civil Service. Civil servants and local self-government representatives have free access to public lectures for managers, covering a range of topics, including management transformation directions. The University conducts a unified state qualification exam for certifying students in the speciality 281 Public Administration and Management.

TSATU actively cooperates with the local government of Melitopol and Zaporizhzhia region, as well as members of the Verkhovna Rada and officials at various levels.

The teaching staff at TSATU is actively engaged in information and outreach initiatives to promote scientific achievements, particularly in ecology, healthy lifestyles, popularization of the state language and national values, sustainable development goals, etc. On August 4, 2023, Professor T. Sharova hosted a webinar titled “Proper Design of a Project Application: From A to Z” supported by the public organization “ISAR ‘Yednannia’” (Initiative Centre for Promoting the Activity and Development of the Public Initiative ‘Unity’). The event aimed to foster civil society and cultural development; from April 5 to 8, 2023, Professor T. Sharova participated as a speaker in the training camp “Public Participation Companies to Save the Cultural Heritage of Ukrainian Communities”, which was organized as part of the project “Heritage Advocates: Support and Promotion of Local Youth Initiative Groups”, co-funded by the National Endowment for Democracy (NED). The programme engaged leaders of youth civil society organizations across Ukraine, including students, teachers, local historians, community culture experts, technologists, writers, and other creative minds. Its primary goal was to inspire the youth of communities to participate in the rescue and preservation of cultural heritage affected by war or neglected by society, to enhance the value, awareness, and appreciation of such heritage in local, national or international dimensions.

TSATU is a co-organizer and an active participant in events on national and patriotic education:

– The Second Historic International Cossack Conference in support of Ukraine’s accession to the European Union, which actively involved various members of the local community: veterans of the Armed Forces of Ukraine, scientists, writers, volunteers, Cossack elders, elders, participants of Zaporizhzhia Cossack Patriotic Movement of Resistance. Deputies of Zaporizhzhia Regional Council, scientists of the region’s higher education institutions, doctors of historical sciences, student activists, and other contributors participated in the conference;

The Third Cossack International Military and Historical Conference on the recognition of mass murders of Ukrainians in the Kuban by the Russian Bolshevik authorities;

international Cossack public and political meetings aimed at supporting the Peace Formula of President Volodymyr Zelenskyi and promoting the European integration of our country;

Professor A. Volokh is a permanent member and consultant of commissions for protecting national natural lands and reserves and environmental conservation. In 2023, he contributed his expertise in the following ways:

He participated as an expert in the meeting of heads of regional hunting organizations of Ukrainian Society of Hunters and Fishermen (USHF) dedicated to the winter registration of wild animals (Chernivtsi: 17 February 2023);

He participated as an expert in meetings of the commission on the development of strategic directions for restoring the natural environment of Kherson region;

– He popularizes the results of scientific research through the mass media, notably giving an interview to the scientific online publication Eko-inform, where he discussed the emergence and popularization of jackals in Ukraine.

In the TSATU Development Strategy for 2023-2030 in the context of martial law and post-war reconstruction of Ukraine, strategic goal 9 focuses on participating in the perspective development of the city and the region. TSATU aims to establish platforms for civil dialogue and develop scientific and methodological recommendations for the agricultural sector of southern Ukraine.

In 2023, as part of the university’s partnership with local authorities, the interactive event “Youth of Tavria” was held with the support of the Executive Committee of the Melitopol City Council. The event aimed to engage young people in active participation in the social life of the community while fostering the development of leadership skills, initiative, and social responsibility. The support from local authorities highlights the significance of close cooperation between educational institutions and local communities in enhancing the socio-economic potential of the region.

The scientific activity of TDATU is integrated into cooperation with state structures. University researchers actively engage in developing and writing articles on public administration, sustainable development and economic policy, with a focus on the needs of local communities and state institutions. A significant aspect of this integration is that university faculty implement their scientific research into the educational process. For instance, teachers of the Department of Management and Public Administration develop and teach such courses as Sustainable Development (see p. 13, OK 39 (Educational Component 39) ). This course provides students with essential theoretical knowledge and practical skills for implementing sustainable development concepts in local communities, utilizing insights gained from collaboration with local government departments.

One example of a successful integration of scientific research and teaching is found in the Department of Management and Public Administration of TSATU, where faculty members are actively developing new approaches to community management. he courses on public administration and sustainable development, in particular, offer recommendations for implementing environmental initiatives, managing resources, and planning urban spaces. This interdisciplinary approach enhances the quality of training for specialists entering the public sector and fosters improved collaboration between the university and government structures (Ortina H.V., Sydorenko O.P. A crucial aspect of the integration of TSATU into the state administration is the involvement of representatives of local authorities, ATCs and public organizations in the university working groups responsible for developing and updating educational programmes. This collaboration ensures that curricula align with the real needs of the region and the state. Engaging these representatives allows for a more precise identification of the professional competencies necessary for the modern labour market and the needs of public administration. Participation in such working groups fosters a sense of mutual responsibility between the university and the authorities, which is a key element of the university’s strategy.

Dmytro Motornyi Tavria State Agrotechnological University showcases the successful implementation of its development strategy through active cooperation with government departments, local authorities, amalgamated territorial communities and public organizations. The university’s integration into regional initiatives and its robust engagement in scientific activities create a platform for enhancing the social and economic development of the region and training qualified specialists for the public sector. The cooperation of TSATU with local communities and government departments demonstrates the significance of partnership relations in tackling the pressing challenges of modern society, particularly in the realms of sustainable development and innovation, which a key element of the university’s development strategy for 2019-2029. This cooperation enables the integration of scientific research into educational programmes, promotes community development, and offers science-based solutions for public administration. The involvement of local authorities and public organizations in the development of university educational programmes emphasizes the importance of interaction between the academic sphere and the public sector, contributing to sustainable development and efficient territory management.
